Loud! OOH publishes analysis of prize draw and competition operators entering billboard advertising, and sets out four disclosure asks for UK media owners.
LEEDS, U.K. - WisconsinEagle -- Independent out-of-home agency Loud! OOH has published analysis predicting that UK prize draw and competition operators will move significant advertising spend into billboards and digital screens over the next twelve months, and has called on media owners to agree disclosure standards before the bookings arrive.
The sector has grown quickly and has recently begun to formalise. The government's Voluntary Code of Good Practice for Prize Draw Operators came into force on 20 May 2026. In July, around fifty operators formed the Prize Competition Council, the first trade body the sector has had. Research commissioned by the Department for Culture, Media and Sport found that roughly 7.4 million UK adults had entered a prize draw or competition in the preceding year, spending an estimated £1.3 billion, and noted that because operators sit outside the Gambling Act they are free to spend heavily on advertising.

Loud! OOH argues that out-of-home is the logical next channel for a category whose main obstacle is consumer trust. Paid social reaches one person at a time on a private screen. A billboard is seen in public, sold by a named media owner, and verifiable by anyone who walks past it. That accountability is the product these operators are buying.
The agency has set out four disclosure asks it believes should apply as standard to any prize draw booking: the free entry route made legible on the creative rather than buried in terms, the odds or entry cap stated alongside the prize, any cash alternative disclosed where the physical prize is advertised, and site selection screened as though the CAP gambling proximity rules applied.
Jamie Roberts, founder of Loud! OOH, said: "The free entry route is the whole legal basis for these promotions running outside the Gambling Act. If that is the reason the poster is allowed on the wall, it should be readable from thirty metres. None of this is regulation. It is housekeeping, and out-of-home has arrived late to this conversation before, with gambling and with high fat, salt and sugar. We would rather have the position agreed before the artwork lands than argue about it afterwards."
