- Madison: Streets Division Drop-off Sites Hours Expand Starting April 11, 2026; Quann-Olin Drop-off Site Opens
~ The City of Madison Streets and Urban Forestry Division has announced a change in the location for free mulch pick-up for residents. According to the press release, the current location at 121 E. Olin Avenue will no longer offer free mulch after Friday, July 11, 2025, while supplies last.
Starting on July 14, 2025, residents can access free mulch at the Sycamore and South Point drop-off sites during their designated hours. However, there is a limit of 30 gallons per person, which is equivalent to six 5-gallon buckets from the designated areas.
It is important to note that the supply of free mulch is limited and may not be available upon arrival. The Streets Division will restock the supply as staff and mulch availability allows.

The decision to relocate the free mulch supply from Olin Avenue was made due to a construction project scheduled to begin on July 14. The project aims to improve the central drop-off site area and is expected to last until December 2025. To ensure public safety during this time, there will be limited daytime traffic allowed at 121 E. Olin Avenue, necessitating the relocation of the free mulch supply.
Residents may still purchase larger volumes of wood mulch at Olin Avenue during this time. However, this change only affects the availability of free mulch at Olin Avenue.
It is unclear if the free mulch will return to Olin Avenue once the construction project is completed. A decision regarding access to small quantities of free mulch will be made at a later time.
For more information about the construction project and other updates, residents can visit the Engineering Division's project page. Additional details about services provided by the Streets Division can also be found on their website.
