~ Construction on John Nolen Drive is set to commence on Monday, October 13, according to a recent press release. The project, which aims to improve the roadway between Lakeside Street and Broom Street, will result in significant changes for drivers in the area.
During the construction period, traffic will be reduced to one lane in each direction between Lakeside Street and Broom Street. In addition, North Shore Drive and Broom Street will also be reduced to one lane in each direction at their intersections with John Nolen Drive. The southbound left turn from Broom Street onto John Nolen Drive will also be closed for the duration of the project.
To facilitate storm sewer installation, there will be several overnight full closures of northbound John Nolen Drive and the Capital City Trail between 7:00 p.m. and 6:00 a.m. Prior notice will be given through additional news releases before these closures take place.
Drivers should anticipate significant travel delays, particularly during weekday morning and afternoon peak travel times. They are advised to seek alternate routes whenever possible.

The project contractor, Zenith Tech, will begin with preliminary median work that includes installing temporary traffic signals and constructing temporary median crossovers at both ends of the project. This initial stage is expected to last approximately one month.
The second stage of construction will involve shifting traffic in both directions to the current northbound lanes while crews work on reconstructing the southbound lanes over the winter. This configuration will remain in place until summer 2026, with additional sub-stages requiring temporary closures of Broom Street and North Shore Drive at separate times for intersection reconstruction.
In late summer 2026, the third stage will begin with traffic being moved to the newly completed southbound lanes while work continues on the northbound side. During this stage, the Capital City Trail will be closed along the causeway and detoured around Monona Bay. This traffic pattern will remain in effect until the project is completed, which is currently estimated to be in summer 2027.
